If the NBA were making a decision on a TIMEOUT, wouldn't that be a separate event detailed with a CNC or INC?
I don't see how we are saying the NBA confirms the timeouts here.

You get some bad calls down the stretch, but the Sixers are amongst the most fouled and most of Embiid's game is centered around foul baiting. So that info you just presented seems like a bit of karma to me.
