Just send checks to anyone drawing unemployment at this point. These thresholds are laughable in places like Cali, NY, MA. Waiters make 50k in a normal year, (hell, there is a pizza place on Oakland that starts its employees @ 20/hr and that’s not full wait service) and they have clearly been hit hardest by this but they wouldn’t get a check
