Apparently, Booker was supposed to go over in the feud, but Goldberg and WWE came to a contract quicker than anyone thought and they signed him, Triple H thought losing to Booker was stupid because he wanted to look strong against Goldberg.

Goldberg had LONG hated Triple H, thought he was a joke so Trips played his game backstage.

Pretty inexcusable shyt, was a horrible racist feud and terrible. I feel like the reason why they rushed Booker in the Hall of Fame and suck up to him every chance they get (like when they where going through all these Championship legends on that RAW when it was Alberto vs Cena and they ran through Hogan, Flair, Bruno, Sting and then Booker T) is because Triple H and Vince "feel bad." - which is dumb because he didn't deserve any of that shyt to begin with.

HHH got his wins back later on if I remember correctly, once Benjamin was back to mid card jobber status.

Shelton career was kind of odd. His booking was very up and down. He'd either be booked as a dominant mid card guy or a mid card jobber, there was no in between. He was pretty dominant during his initial solo run, then they seemingly buried him after his matches with HBK. Once he got moved back to Smackdown they booked him as a dominant mid card champion and he would regularly have matches with top guys like Taker and Hunter that were pretty damn good.
