But the time and resources to get 60 fps and the sacrifices needed to do it would probably have you not even wanting to play it, especially upon release with such high profile coverage.
And even with the PC version if I recall it's just "unlocked" I don't even know if it has a 60 fps mode settings.
60fps for Bethesda open world RPGs have just never been a main focus and until it's really a "standard" meaning consoles and lower to mid end PCs can pull it off with no problems I doubt it ever will be

That’s not how it works. You can’t just make a decision to have a 60fps mode. The game is built to what the devs want to present.It's entirely possible for Bethesda to modify settings in order to get a 60FPS mode available for Series X even if it's not at 4K. That there isn't one already is a questionable call by Bethesda and should be pressed by Xbox.
