No one was in charge..Kathleen Kennedy just hired 3 directors and let them do what they want with each of their movies. They never laid out a plan per se...Which is why TLJ was so different than FA. They should have either kept GL in to over see it, or hired 1 person to write and direct all three.

Regardless, the fact she got involved with the conflict by pure coincidence. Had she never found bb8, she would be back on desert planet being a scavenger and Palpatine would be waiting forever.

Unlike Luke who was watched over by obi wan and got involved because of actual personal reasons.
