The only crack Marvel produced so far imo is Ironman 1, Avengers, and Daredevil(Netflix).. everything else is

But are fans really paying to see a villain, or a hero..........? You can manufacture a villain as long as the right hero is in place

The point is the rogue gallery thing, especially for Wonder Woman, is just an excuse. The average fan / viewer isn't paying money to see the villain, exceptions aside. They go to see the hero in action.
Marvel has proven that so long as the heroes themselves are well craft in their films and that the film is well promoted and well done, people will watch it. The villains, though an important part of all this, are not the key element.
Hell, many folks have said that marvel's weak links in their movies have been their villains (outside Loki) and the movies have done very well.
