In retrospect, that's just lazy game design. Those developers were potheads who just wanted to get home to smoke more weed.

Man that ninja turtles dam section is not that difficult. Just tap. Drift. Tap. Drift. Do more drifting than tapping. And do your moving/evading the electric weeds while you’re drifting.
If your turtle starts taking damage just swap to another turtle when your life meter is low. You have four turtle life meters to play with. More than enough life meters combined to get through.
When you complete the level just collect pizzas is the next level with the van and replenish your lives.

When I beat that damn level as a kid I felt like I won the super bowl.
Then there more levels and I was down to Ralph and Mikey with their tiny ass weapons
I made it to that dome thing Krang lived in, died and I just put it away. Young me didn't have enough soul to push through that again.
