You need a driver's license/state ID/social security in order to go to college, get cable, open a bank account, etc etc. Even to take the f*ckin' greyhound bus you need to present ID. Unless there's 20 million undeclared black citizens living somewhere that I don't know about, I fail to see how this could be a regular occurrence of natural born American citizens not having ID.
