Nearly 70% of the $175 billion in U.S. aid to Ukraine since Russia’s 2022 invasion was spent in the U.S. or on U.S. forces, according to a study by the American Enterprise Institute published in May 2024.
Examples include the Presidential Drawdown Authority, the Foreign Military Financing Program and the Ukraine Security Assistant Initiative. The PDA arms Ukraine and pays U.S. companies for replenishing that armament. The FMF generates greater demand for U.S. firms by encouraging foreign countries to buy weapons from those firms. The USAI provides intelligence and logistical support to Ukraine, often through contracts with U.S. firms. Additional aid is spent on strengthening U.S. military presence abroad.
While the U.S. is the largest absolute donor to Ukraine, it ranks 15th among countries for aid as a percentage of GDP, according to a September 2024 report by the Council of Foreign Relations.

Although some may claim U.S. aid vanishes into a cesspool of unchecked Ukrainian corruption, one study has shown that 90% of Ukraine aid dollars are not actually sent to Ukraine after all. Rather, these funds stay in the U.S., where leading defense contractors have invested tens of billions in over 100 new industrial manufacturing facilities, creating thousands of jobs across at least 38 states directly, with vital subcomponents sourced from all 50 states.
Virtually all the munitions Ukraine is most reliant upon are fully built in the U.S., ranging from javelins made in Alabama, to Guided Multiple Launch Rocket Systems (GMLRS) made in West Virginia, Arkansas, and Texas. Not forgetting the smaller-ticket items such as night-vision gear, medical supplies, and small-arms ammunition, all made in the U.S. Any additional Ukraine aid would likely only help the U.S. economy even more, since previous weapons shipments were largely drawdowns of musty old stockpiles and existing inventories rather than new supplies.

Now Zelensky complained to Biden because aid was being leaked slowly to Ukraine. A lot of the advanced weaponry didn’t arrive until late and Ukraine at the time was on the offensive. My conspiracy theory is Biden wanted to stretch out the war and prevent Russia from completely collapsing.
