Big shift in EU/US relations the last few years. US has wanted them to increase military budgets for years but bc EU generally showed up whenever US asked (whether troops or money) and NATO pact was airtight...it never became a major issue. That changed fundamentally when trump came in deliberately undermining NATO. You know how once something has happened once, even if you repair, the memory lives on and continues to affect the future? Europeans now will always have in the back of their mind the possibility that some future US president will abandon NATO and it's responsibilities. No president had ever undermined NATO prior to trump. This is their way of making sure they're less reliant on US security umbrella (which is actually not great for US bc it's in our interest for them to need us) but at the same time throw us some dollars to let us know we're still cool.
