He's probably committed crimes that don't have anything to do with his dealings with Manafort and wants to protect himself from those crimes. seems like he has scores to settle here with different people and he needs business visas(currently barred)
Bad blood with Manafort, business visas and being involved in crimes that might get him prosecuted in the US seem to be not enough to get him to do something that could get him in trouble with Putin. Assuming his testimony would advance the current investigation, there has to be something going on behind the scenes. No one is charged with espionage- or anything else yet, really. Also, there were still violations committed by the IC that should have been disclosed to the court.
Edit: It's not very liberal of you to toss peoples rights in the bushes merely because of suspicion. There are ways to handle investigations that still protect peoples rights. Warrants or whatever.
