I am pretty sure he is deciding not to sign with AEW/Impact rather than them not offering him contracts. Didn't Impact heavily imply him appearing in one of their montages? Both JR & Arn Anderson sing his praises in their respective podcasts. He teased going to NJPW when he was laid off.
I am just speculating that he thinks/knows that he will be back with the WWE at some point, and he wants to stay there for whatever reason. He's also probably never had time off in the last 6-7 years, so he's probably enjoying it.
