They went back to the AWA days, Heenan was the manager of the Great Nick Bockwinkle and Hogan was the new Face being pushed by Vern Gagne to be the New Champion, Hogan was a big draw and a Face, at the same time Gagne daughter was a Hogan Groupie so they accused Hogan of sleeping with the Boss daughter to get that push.

The only reason Hogan didn't get the strap was because Hogan didn't want to marry Vern daughter.
