I can speak from a different perspective. I grew up in the streets in New York (as in, involved in street shyt) during the crack epidemic and lived in Brazil, visited favelas in Rio where I had friends (pre-pacification). In some ways, the favelas were actually more organized than the NYC streets in the bad years. The gangs in that era were organized, they really didn't let petty crime take place in the areas they controlled. Violence was between traficantes and traficantes/the police...

Brazil is a huge country, and there are intensely poor/violent urban neighborhoods from Rio Grande do Sul in the south to Amazonas in the North. It's the equivalent of having the worst hoods in Baltimore/Detroit in every single US city.

That's terrible but there are countries in Latin America with even higher murder rates. El Savador and Honduras for instance, have much higher murder rates

Those countries are very small, the equivalent to an average Brazilian state in size, or a fraction of a state in the case of the bigger states.

The most violent states like Bahia (16 million people) have homicide rates on par with those in Central America, sadly.
