Brazil is just a horrible country from geography landscape and poverty. The poverty and drugs are so extreme that the individuals there’s are so ruthless.
I don’t think anything can change these places like South America Africa India Russia unless a major world war comes and people get displaced

Brazil is like a bizarre opposite version of the U.S. Here our media/politicians look to scare us constantly about crime (usually in the most racist way possible) when nationwide crime continues to be/has been declining for a while.
In Brazil, even before the economy collapsed and things got out of control, the national homicide was absurdly high. In Rio, the media/government talked about what a miracle it was that the crime rate dropped from its low point in the 90s/early 2000s.
What they always neglected to mention was that the Baixada Fluminense (working class commuter cities just outside of the city of Rio's municipal boundaries) people were still living through war-like conditions, thousands of homicides a year. So yeah, Brazil has always been a bit indifferent/resigned to whatever happens to poor/black people.
