Its funny you mention that. My boys cousin does Securitas patrol in the Hollywood hills and he's a street nikka from Long Beach. (Those guys who drive the company car around for patrols) They actually employ a lot of people in LA.
Yeah. But isn't what @Astroslik saying is that even the professional and contracted security services have been infiltrated by those with LA gang ties or can be bought with the right alliances. So even if a person was to hire non-friend military types, there's still a chance to manipulate the situation. What NY street dude with street ties is going to hire the NYPD for protection.
