You have to be more descriptive on what you are trying to achieve. That’s said there isn’t a way around it…….you aren’t going to grow tangible muscle without a calorie surplus. The only caveat would be if you are totally new to true resistance training but I don’t you are going to do that to the level required is newbie gains were on the table.
Some things just are what they are. So you can do all the arm movements but you aren’t going to get a substantial gain in your triceps or really any part of your arm.

You *will not* get jacked _______ eating at a calorie deficit. Period.
Muscle growth requires a surplus of energy (in the form of calories) above homeostatic operation in order to occur. (There's a reason you see bodybuilders eating a fukkton of food.)
Nobody said you couldn't gain muscle and still be close to your goal size/weight, but you won't be doing it with your calories in the red.
Also, trying to induce spot-specific hypertrophy can cause issues elsewhere, namely in the form of muscle imbalances and overuse injuries, but that's just something to keep in mind.
