Are you in a gaining phase or cutting phase. Because you are not gaining any muscle on 1000 kcal/day as a man, unless u are like 3' tall. I don't do much cardio. Maybe 1500kcal a week and that's being generous. A little over 200kcal/day on average. So not a lot. I have a decent maintenance level because I let my metabolism do its thing. Right now your metabolism is probably destroyed. That cascades. Aside from keeping u from gaining muscle, your low calories are fukking with your hormones, which are probably making your panic disorder even worse.
I can't speak to your condition but you should probably eat man. There is nothing good that will come from continuing to starve yourself and try and lift. You will gain a little fat... so what? You need some to gain muscle and just to be a healthy human being. Pls eat breh
