Spain feared another Haiti situation would arise in Puerto Rico, so they offered Europeans to move there in exchange for land and resources. Those Europeans also were encouraged to mate with the natives in an attempt to whiten the island even more. Also add in that they created a one drop white rule (anyone with White blood could be legally classified as White), you have the situation you have now where PR became completely whitened
