GP already ain't profitable (they've alluded to this countless times). They need to get those subscriptions up to make this make sense. If Call of Duty was allowed to be on XBox/Gamepass only, that would have helped. But as you see, these other countries are not going to allow them to monopolize like that.
The deal will go through eventually but it will be under strict conditions that MS not make CoD exclusive to Xbox Platforms. One way to get around this is eventually put Gamepass on other platforms (which is the ultimate goal of MS).

Microsoft could throw money at gamepass for decades and it still wouldn’t make a major dent in their bank account.
Furthermore Microsoft themselves have come out to say gamepass isn’t burning money, it’s sustainable as it is right now.
