Rewatched the episode just now. I read some speculation that that male clones really were Jon Osterman clones. So, when I watched the "Watchmaker's Son" part again I had a new thought:
What if Ozymandias is making Jon Osterman clones practice the accident that created Dr. Manhattan over and over again, in preparation for locking one of them in a reactor for real in order to create his own, personal Dr. Manhattan?
