while i agree that biden would not try to pay america to stay home, his pandemic response teams would have very likely nipped this in the bud when it was killing italians or even earlier if they could read between the lines on the things that were happening in wuhan before china officially announced the problem.

he also would have helped the states on the coasts much better if sick people arrived on his watch when they were just in single digit numbers. the SARS and ebola outbreaks during the obama administration are evidence of the ways they could minimize problems
