I thought a lot about this clip and the black capitol hill cop running up the stairs away from the crowd, they clearly didn't know how far the crowd had moved or what they intended to do. I honestly feel bad for the guy that shot her not knowing whether the life of the people he was defending and himself were on the line or not.
