Set the next movie 3 years in the future. We can skip inexperienced Robin and get to a year 2 or 3 Robin that is close to Nightwing. That would also give us a Batman that is nearly at his peak

Nah. What makes him take in Robin is really important. This is the problem with Snyder killing Robin and that pretext for a broken Batman. We need to see them together to matter he’s gone.

I wouldn’t make a 13 year old the crime fighter version, but more recon and tech support. So Robin and Gordon question a suspect and give the information to Batman. So more like a teen detective noir like Brick.
