Judging by his reaction earlier in the episode, it seems that Chef actually was "a" mole because at that point they didn't robbed him yet to suspect that Cane was one as well. As others have mentioned, Monet and Zeke is the only reason why he hasn't killed Cane yet himself.

With his military experience and background, it wouldn't surprise me in the slightest if he hasn't been keeping tab on the Tejada's the entire time.
