I think that scene with Cane and the white boys is Long Island City, Queens, aside from the projects there are a ton of white people over there.

The not realistic part was them being so quick to agree to help him sell hard drugs.

The last part of your post is what I made to be be the most unrealistic part of the situation. I would assume him selling to him and his friends at discount would be enough to suffice without having to give them a cut of the profits.
