Increasing your heroism and getting S ranks in missions are the best way to get good soldiers. Once you do that and upgrade your iDroid, you'll notice that many more soldiers you scan wil have A++ - A ratings dispersed in their skill tree. I'm at over 200K heroism and it's like that for me. I got a Legrndary volunteer today too I think.

Heard you can get the true ending mission without doing any of them but I did them all before trying to get the final mission so idk if you can skip them
