upgrade the scope/binoculars in the development menu, you get it pretty early

You get an upgrade later to see their stats. You cant see their skills until they spend time in your base.

IF they have a question mark under their name, they're valuable.

you have to have your R&D team at a certain level (i think 10) to upgrade your scope so you can see their skills

after you upgrade your binoculars to lvl 3 i think.

I'm only 3% into the game. and when u upgrade your binoculars the first time, it will do an analysis on the soldiers to show their skills. I just figured this out now.
