You are misrepresenting how Loki is being portrayed in the show. He initially got caught slipping and got hit once by a weapon that put him in slow motion and taken to a place where his powers didn't work. He managed to escape and get the upper hand on the person who captured him and learned to use their own tools against them. He just didn't have anywhere to go, so he played along until he could get an opportunity to betray the TVA.
He figured out how Sylvie was hiding and where she was. He tried to recruit her to help him take over the TVA but she had her own plans to destroy them. He was able to disrupt her plan and fight her to a stand still until they had a forced truce. Neither of their plans worked to get them off the planet, they got lucky with the Nexus event they caused.
They managed to get the upper hand in the chamber with the "time keepers" due to the after effects of her powers but that wasn't planned. Loki was planning to fight the creature because he didn't have the option of enchantment and didn't want to hide doing nothing.
