that's a ridley scott technique: make things look timeless by making them look futuristic-retro plus keep date-able tech/effects/props in the shadows. loki team are using low saturation, washed out tones for the TVA scenes, also keeping things dark, plus using lots of shadows.

this also helps to hide budget constraints.

nb: brian singer is ridley's spiritual opposite. lots of light, bright colours, mostly poor use of shadow, simple (back then) futuristic surfaces, little in terms of clutter or incidental items in scene.
