shoot them a couple times...the key is getting the drop on them....after you get the pic of the person, pull up your aim, so you zoom in on people...the person is usually by his/herself chillin...if they run, they tend to lead you to a trap of other dup agents....but once you get neon, chasing them is a piece of cake...
