I think it's fair to call season 1 Cersei cunning. She was clever enough to use King Robert's drukeness and love of hunting against him and got him killed without his closest companions, even Ser Barristan from knowing it was a hit. Then she was going to end the war (at least with the Starks) by sending Ned to the Wall, while also getting him to affirm Joffrey's legitimacy and drop his support for Stannis. It was some good maneuvering that was only derailed because she couldn't account for Joffrey growing out of control. Her hubris caught up with her there, and history repeated itself with the High Sparrow, but I still think she made some moves that were cunning.
She made some good moves, she was just too arrogant. Like that smirk she gave Grandma Tyrell. If she just knew how to keep face and not rub in her victories (be more like Margery) maybe everyone wouldn't hate her.
