I don't think Wanda brought her brother back, I think the kids did. She didn't tell them he was dead, but that he's far far away and it makes her sad. Maybe they pulled him from another universe

It's possible but I don't know.
Depending on the version of the children this is, Billy is supposed to have Wanda's powers and Tommy is supposed to have Pietro's powers. So it's not out of the realm of possibility, but I don't think they will go that route.

First strong hints that Agnes is more than just in the know but also manipulating Wanda with the scene where she straight up asks Wanda if she wants to redo the scene.
Nah Agnes is under Wanda’s control too. She’s asks her if she wants to take it from the top like she’s an actor and Wanda is the director. Nothing from that scene suggests she’s manipulating Wanda. She’s acting no different than Herb or the other scared citizens.
