Same thing happening all over Europe.
Modern software standards and development techniques have created massive technical debt which will end up costing industry massively in the end.
It has introduced a tech class-system with few winners.
Ask yourself would MIT outsource their research? Would the White House outsource its managerial functions?
I work with "global teams" and I have been less than impressed in some quarters.
There is a totally different mindset in some corners of the world and you cannot just expect people to act one way at work and one way outside without the requisite socialization and/or training and without the willingness to take it on board. That behavior has to be internalized.
Today we had a meeting, and we will have a follow up each day, because some guy in an offshore team has been sitting on a problem without making progress and without working effectively on making progress.
So now management has to babysit him and explain that if he has a problem he needs to push the agenda (in all directions) - with his superiors, teammates and subordinates.
When asked what he has done all we heard was waffle and BS... too many "I don't knows" and not enough "I didn't know therefore..".
Same thing from another offshore staff member who is supposed to be helping him.
They don't understand that if you don't understand something, take responsibility, engage your brain and figure it out. Tech is not magic. And irrespective of understanding, you need to proactively communicate effectively with all involved parties.
You need to bring solutions not dead-ends.
For better or for worse, tech developed along open philosophical lines. It was fluid, was the wild west, largely eschewed formal methods and developed as much as an art as it is a science.
You cannot be rote ridden, be closed, lack initiative, lack creativity, shun responsibility etc and be an effective senior techie. Unfortunately in some parts of the world these qualities are not in line with the general culture.
