The water jug, still full, was sitting there unopened by the drain as Guillermo grunted in pain from Alejandro's vengeful thrusts. The director was letting us know that water had nothing to do with what was currently happening. That water jug might have been used later to extract info but first Alejandro wanted to give him a thorough cavity search.

You clearly didnt get the movie or his character....he had no ethics, or morals towards his enemies....He had no allegiance as well.....thats why the govt contracted him because there was no limit to what he was willing to do

If he was being waterboarded, other CIA dude (Michael from Burn Notice) would've sat there eating some popcorn. And why would the director hide Guillermo being prepped for waterboarding after showing us everything else under the sun? Clearly he meant to portray the act as so heinous that he prefer we leave it to imagination.
