Rivers didn't face the Patriots twice a year.
Bruce Smith is the all time sack leader. Not to mention the Bills won 4AFC titles when Marino was QB, so they were no slouch.

You must not have been watching closely because Marino had a sub 60% completion percentage. Rivers is 65%.
Completion % has increased league wide over time due to teams relying more on the short passing game and rule changes and emphases making it easier to complete passes.
