Just my opinion but when they dedicate all the funds to improvement of the community it always seems to fall in the wrong hands (ie. BLM) .
It just becomes money grabs for anyone who has a non profit filing status and rarely goes back into the community really
You also have the government start to throw shade and conspiracies on legit leaders (Huey,Martin, Cointelpro)
Then with all that distrust , misinformation and fiscal mismanagement is when the community feels failed and no seemingly trustworthy leadership you get disfunction and chaos (ie bloods and crips)
