He is cia assassin Ethan either worked with him to stop whatever the big issue is or go rogue and obviously he went rogue so cavill other mission was to kill Ethan if went rogue
So it's a anti hero or semi villain cuz we dont know if he got other motives either too
But I'm saying the villain from last movie is main villain with not much screen time just has nukes if I'm correct somewhere ready to go off and Ethan and cavill issues are main story either work together or Duke it out
