The right to privacy prevents this from even being feasible. The woman has the right to make decisions about anything that is in her body.
With that being said, she should have full discretion on whether or not she wants to have an abortion.
But at the same time, a man should have the right to decide whether or not he wants to be a father, and not using a condom is not considered implied consent
A man should be able to sign a waiver during the first trimester of pregnancy, that he does not agree to the pregnancy and does not wish to partake in parenthood. He should then be vindicated of all responsibility because at this point, the woman is aware that the man does not want to be a father and will not be in the child's life. She is now making a "conscious" decision to be a single mother.
She should not receive child support, because when she made the conscious decision to be a single mother, she was aware that she would have to support the child alone.
This is different from a father abandoning the child after birth or signing the birth certificate. Also, if the man does not sign waivers before the 2nd trimester, he will be held accountable for child support if the child is his.
On the contrary, if he waives his right.. he can't change his mind. He cannot come back and declare that he is the child's father. He has no rights to that child. He can not receive a DNA test or anything relating to the mother or child.
