I live in Philly, am in north Philly all the time and know a guy that sells atvs. Based on everyone I've talked to, having an atv or dirtbike is a drug dealer status symbol.
Heroin is a bull market right now breh. Where else do you think young guys in north Philly are getting money to buy this stuff?
