RE-watch the fight, it wasnt that cortez moved them because they were close, Floyd purposely tied his arms up and thats why Cortez seperated them. Floyd isnt stupid, he eliminated Hatton's sole chance of winning by making sure he couldnt do anything inside, hence the grabbing his arms. Cortez as a ref is obliged to step in when neither boxer throw a punch while clinched. Perfect Game plan and he executed Hatton in the 10th and sent him into status.
