Man people running everywhere trying to get the fukk out of dodge. the wave of people rushing forward would likely stop anyone from going back to tackle the shooter anyway. Especially as they are likely funneling to the exits. As for shootings like this, in most cases the police end up getting in a gun battle with the suspect and killing them.
