It probably was ISIS. Russia might have known about the plan, but why stop it. After all you can use it to garner sympathy and possibly blame Ukraine.

It's also true that Putin is a dictator, but it probably isn't as simple as "he can do whatever he wants". He still needs to herd the sheep.

I wouldn't over think it. ISIS can do this if they want to, it isn't like it's possible to immediately predict when and where this will happen and stop it, even with prior intelligence. ISIS did it, Russia couldn't stop it and Putin is just being an opportunist.

You can believe it if you want to, but it's not only the government that is fukked. There's a saying that the problem is not Putin, but the fact that Putin is just a normal Russian. This is what happens when there's no denazification, but instead your genocidal tendencies are celebrated. Russians as individuals might be often caring and warm, but there's also a dark side that Western countries tried and still try to ignore.
