Russia staged the false flag so they could try to blame it on Ukraine and institute a military draft 2.0. Putin just got re-elected so he had to sell it to the public.

They already had one draft but those draftee's were 98% Asian looking Russians from the east. This draft will have more Caucasians from the St Petersburgh and Moscow area meaning more pure white folks. They lost almost 450K soldiers and they already emptied their jails and prisons.
