Cap #2 (Isaiah Bradley) was forced to take an altered version of the Super Soldier Serum by the racist US government.

Cap #3 (William Nasland, formerly The Spirit of 76) had no super-powers at all.

Cap #4 (Jeff Mace, formerly The Patriot) had no super powers at all.

Cap #5 (William Burnside) took a bootleg version of the Super Soldier Serum that made him go crazy.

Cap #6 (Roscoe Simons) had no super powers at all.

Cap #7 (John Walker, US Agent) got his super-strength from The Power Broker who used a mad scientist to give powers to people for cash.

Cap #8 (Bucky Barnes, Winter Soldier) injected with the Infinity Formula ,slows his aging and gave him peak human strength/speed/endurance, and has cybernetic enhancements.
