Had the same problem. You’ve got to keep swinging through the city until you get a crime that has symbiotes and hunters/cultists. Defeat all the symbiotes first then as miles go invisible. Run up a building and shoot a webline and keep doing that until you have as many as you need.

he was an excellent villain

strong, but incredibly smart as well. and his backstory about why he's so hellbent on finding an equal to hunt is great as well. the effect he had on peter from the moment the two interacted, amazing stuff
