Of course they're Marvel, they created the characters. They can't be used in the MCU though because they don't own the cinematic rights, which is exactly what he said.
So people are taking well known non-MCU villains, like Doc Ock and Electro, or iconic DC villains like The Joker and Bane, and comparing them to what's mostly been C-D tier (Malekith, Ronan, Whiplash, etc.) MCU villains.

They gave those other studios jewels and they fukked it up. It took Marvel taking relatively obscure characters to force nikkas to step their games up. They told Sony that people will pay just to see spiderman in a suit flying around but they could only make it last for 3 damn movies before having to reboot and they still fukked it up. They told Fox they had a gold mind of characters and possibilities but once again each x movie got worse than the last. They showed Fox that its OK to introduce new characters and that they could carry a movie yet.... EVERY X-Men movie ever made has Hugh Jackman in it
X-Men should be what the Avengers is right now
