Pretty much. They say the US Govt Used Dubois to thwart Garveys Plans.
Pretty Much Liberia was being run into the ground by the "c00nish" Americo Liberian Elite who were pretty much cut from the same Talent Tenth Cloth as Dubois. Garvey wanted to overthrow them, Garvey more than likely would have had the overwhelming support of Indigenous groups (assuming he wouldn't repeat the same acts).

Garvey pretty much wanted to have personal leadership in Liberia/Africa with Western Blacks (West Indians + AfroAmericans) as the leaders to as he put it: "assist backwards africans".
