He’s homeless really, with only his boat to live in. As well as being disabled, no car, no money (despite what homie said about a go fund me), so he really doesnt have much of an option.

I went through Katrina in Florida… it’s amazing how stupid people will become in a crisis.
But in his case…. I would say he needs to stay away from the pier because water/boats will also be moving in that kind of wind. He said he rode through Helene and willing to risk it. In the Navy, for storms/Tsunamis/etc., boats would just leave the harbors and ride it out in the ocean. But those are ships, not a dingy like dude got.
