b) put pressure on the adults with kids to keep their kids away from the family rapist

On topic: Victim blaming and black distrust of the legal system leads black people to handle it "in house", which means it becomes incumbent on the parents to avoid the molester/rapist, with such gems as "Don't leave the kids with Uncle Richard" and shyt like that, not "nah lets get Uncle Richard some help" or "lets kick the shyt out of Uncle Richard". Family loyalty or whatever and being distrusting of white people keeps them protected.

Yeah, you especially run into that danger around the time of when puberty just starts to happen, so people are figuring out themselves sexually and child predators prey on that sort of situation.
